LIT’s Atal Apartment Yojana Draw Draws Over 1,500 Applicants for 179 Flats –  Baisakhi Allotment on April 13

Ludhiana, March 2026 – The Ludhiana Improvement Trust’s Atal Apartment Yojana has received over 1,500 applications for just 179 remaining flats, a near 8.4x oversubscription that signals robust end-user demand for government-backed housing in Punjab’s industrial capital. The draw of lots for allotment of these 179 flats is scheduled to take place on Baisakhi, April 13, with applications accepted until March 14. The 179 units being allotted include 43 flats under the HIG category and 136 flats under the MIG category. Prices have been fixed at ₹37.90 lakh for MIG flats and ₹48.50 lakh for HIG flats, while five per cent of the units will be reserved under special categories. The draw covers 179 remaining units targeted for HIG and MIG buyers, with earnest money of ₹1.95 lakh required for MIG applications and ₹2.45 lakh for HIG,refundable in case of non-allotment, alongside a non-refundable ₹500 application form fee.

A Scheme with a 15-Year History – Now Approaching the Finish Line

The Atal Apartments scheme was first launched in 2011, when the then Local Bodies Minister laid the foundation stone for 450 flats. The scheme was dropped in 2017 with a change in government and was floated again in 2018 but cancelled due to poor response. The project was reignited in 2021, and after a change in government, a draw of lots for 576 flats comprising 336 HIG and 240 MIG units was conducted on June 16, 2022. In 2021, 397 flats were distributed through a draw for the first time. The current allotment of 179 flats represents the final tranche of units from the original 576-flat scheme. 

The project is located on Pakhowal Road near Karnail Singh Nagar, Ludhiana, offering multistorey HIG and MIG semi-finished flats under a Self Financing Scheme, with home loan assistance available through partner banks.  The housing project is spread across 8.80 acres in Shaheed Karnail Singh Nagar, with MIG units measuring 1,250 sq ft and HIG units measuring 1,700 sq ft with the 12-storey residential towers designed to be earthquake-resistant, featuring amenities including a swimming pool.

Execution Concerns: Brochure Delays and Transparency Gaps

The strong response has not been without complications. The Ludhiana Improvement Trust drew public criticism after it began issuing application forms without providing the accompanying project brochures that set out legal terms, pricing, payment schedules and eligibility details. Prospective buyers were required to pay ₹500 per form and submit earnest money, yet were informed that the brochure was unavailable and would only be released at a later date causing confusion and administrative inconvenience for applicants. 

Location Context: Pakhowal Road – Ludhiana’s Emerging Residential Spine

Pakhowal Road has emerged as one of Ludhiana’s most active residential corridors, connecting the city’s southern residential belt to its educational and healthcare institutions. The Atal Apartments site at Shaheed Karnail Singh Nagar benefits from proximity to established localities including BRS Nagar, Dugri, and Model Town, while offering access to Ludhiana’s key commercial and industrial areas. At ₹37.90 lakh for MIG and ₹48.50 lakh for HIG, the scheme’s pricing represents significant value relative to current private developer launches in comparable Ludhiana locations.
